You do not need a motorcycle licence to become a courier. At Jetbee we run a pool courier model for on-foot, bicycle, e-bike and e-scooter couriers: the Jetbee Freelance Courier Pool is our flexible network where couriers on foot, on bicycles, on e-bikes and on e-scooters pick up orders in their own neighbourhood and get paid per delivery. Our pool already counts more than 5,000 couriers, from walkers, cyclists and scooter riders to motorcycle, car, panel van, truck and lorry owners. This guide is for two readers: people who want to earn as a freelance courier in Turkey without a licence or an engine, and businesses looking for short-distance, eco-friendly delivery with predictable costs.
Summary: non-motorised courier work in Turkey
- No licence is needed on foot, by bicycle, or on a legal e-bike or e-scooter; the legal minimum age is 11 for bicycles and 15 for e-bikes and e-scooters (at Jetbee: 18+).
- Jetbee policy: whatever the law allows, nobody under 18 can open a courier account with us in any vehicle type, and we do not work with people who have a criminal record.
- Since 29 January 2026 the SRC courier certificate covers motorcycle and moped couriers only; the 1 January 2027 enforcement date does not directly bind non-motorised couriers.
- Our rates and distance limits: on foot TRY 120 (max. 1 km), bicycle and e-scooter TRY 180 (max. 3 km); e-bikes are also capped at 3 km, motorcycles and cars have no km limit.
- E-scooters may only carry what fits on your back; riding on the pavement costs TRY 5,000.
- For businesses we offer dedicated bicycle and e-scooter couriers from TRY 95 per delivery.

What is the Jetbee Freelance Courier Pool and how does it work?
Once your account is approved, you get a notification whenever a sender in your area creates an order. You accept the job, collect the parcel and deliver it, and you can also pick orders that are waiting in the pool. You decide when the app is active; an example we often give is someone with a day job who delivers after 5 pm without leaving their district.
Three things set our pool apart. Freedom: you can keep working with other courier platforms, as long as you switch your status in our app to busy while carrying their parcels. A low entry barrier: we require no experience, we provide app training as videos in Jetconnect Academy with a certificate, and we do not require a branded uniform. Two ways to work: the free-hours pool model and the dedicated model with 6 days a week, 10–12 hours a day in regions where we are hiring. Where senders are still few, the 3PL projects we run with partner brands offer another way to earn.
On foot, bicycle, e-bike or e-scooter: the 4 courier models compared
Before choosing, it helps to know how Turkish law classifies each option. We built this table in our own format from the statutory definitions.
| Model | Vehicle and legal class | Licence / SRC courier | Minimum age (law / Jetbee) | Jetbee max. delivery distance | Best for | Strength | Watch out |
|---|---|---|---|---|---|---|---|
| On-foot courier | No vehicle | Not required / Not required | No legal minimum / Jetbee: 18+ | 1 km | Short drops in shopping streets, malls, office towers, campuses | Zero vehicle and fuel costs | Limited distance and weight; exposed to weather |
| Bicycle courier | Bicycle (non-motorised vehicle) | Not required / Not required | Law: 11 / Jetbee: 18+ | 3 km | Flat districts, areas with cycle lanes | Low cost, agile in traffic | Hills and heavy loads; no riding in pedestrian areas |
| E-bike courier | E-bike up to 0.25 kW, assistance cut at 25 km/h: counts as a bicycle | Not required / Not required (above the limit it is a moped: M or B licence and SRC courier needed) | Law: 15 / Jetbee: 18+ | 3 km | Hilly districts, many drops per day | Less fatigue, longer range | Battery planning; verify the technical class in the documents |
| E-scooter courier | E-scooter: max 25 km/h, ridden standing | Not required / Not required | Law: 15 / Jetbee: 18+ | 3 km | Documents, small parcels, café and restaurant orders | Quick to start, easy to park | Only loads carried on your back; no motorways or roads above 50 km/h |
The licence rules and legal ages come from articles 3, 37 and 66 of Turkish Highway Traffic Act No. 2918; "Jetbee: 18+" is our own rule. Motorcycles and cars are part of our pool too, with no km limit, but they require a licence, and professional certificates will be checked from 1 January 2027. Our guide to becoming a courier in Turkey covers the details.
Age and criminal record at Jetbee: 18+ and a clean record
Even where the law allows younger riders, at Jetbee we apply our own rule: nobody under 18 can open a carrier or courier account or work with us, whether on foot, by bicycle, e-bike, e-scooter, motorcycle or car. We also do not work with applicants who have a criminal record. Our couriers deliver to shops, homes and offices every day, so we apply both requirements to every application without exception to protect the trust of our senders and recipients.
On-foot and bicycle couriers: the fastest way in without a licence

On-foot courier: who is it for?
Walking delivery suits anyone who wants to start without buying a vehicle or paying for fuel. Good shoes, an insulated backpack and a phone with a strong battery are all the investment you need. In shopping arcades, malls, office complexes and campuses a walker can even beat a motorcycle courier, because there is no parking to find.
We only assign on-foot couriers orders within 1 km and pay a starting earning of TRY 120 per delivery. Walking works best when you chain several drops inside a dense 1 km circle. The law sets no minimum age for walking delivery, but at Jetbee on-foot couriers must also be 18 or over.
Bicycle courier: low cost, high agility

A bicycle is a non-motorised vehicle under Turkish law: no licence, legal minimum age 11 – although to deliver with Jetbee you must be at least 18. The rules still matter: if there is a cycle lane or track you must use it, riding on pavements and pedestrian areas is banned, no more than two bikes may ride side by side in one lane, and at least one hand must stay on the handlebar. Since February 2026 (Law No. 7574) breaking these rules carries a TRY 5,000 administrative fine.
We assign bicycle couriers orders within 3 km and pay a starting earning of TRY 180 per delivery. We recommend lights, a bell, regular brake checks and a well-fitting helmet; our Jetgaraj platform offers bikes, backpacks and vests to rent or buy in instalments.
E-bike and e-scooter couriers: which rules apply?

E-bike courier: the 0.25 kW line decides everything
Under the Act, an e-bike with a maximum continuous power of 0.25 kW, whose assistance fades as it speeds up and cuts out completely at 25 km/h or when you stop pedalling, is legally an ordinary bicycle. That means no licence, no plate and no SRC certificate, and a legal minimum age of 15 (for Jetbee e-bike couriers: 18). Throttle models or unlocked bikes above that limit become mopeds, and then an M or B licence, registration and the SRC courier certificate apply.
So the first step for an e-bike courier is to check the power and speed values in the bike's conformity documents. A correctly classified e-bike makes hilly districts and busy shifts far less tiring. We also assign e-bike couriers orders within 3 km. Our rate table has no separate e-bike row yet; you can see how your vehicle is classified in our Jetbee Driver app during sign-up or ask our support line.
E-scooter courier: remember the backpack rule

The law defines an e-scooter as a vehicle reaching at most 25 km/h and ridden standing; no licence, legal minimum age 15 (for Jetbee scooter couriers: 18). The key rule for scooter couriers sits in article 66: apart from personal items carried on the back, no load or passenger may be carried. Hanging bags on the handlebar or placing a box on the deck is therefore risky. Because the text speaks of "personal items", there is no explicit guidance on commercial parcels, so the safest approach is to accept only small, light orders that fit in a backpack.
The other rules are just as clear: no pavements or pedestrian areas, no carriageway when a cycle lane exists, no motorways, intercity roads or roads with limits above 50 km/h, and both hands on the bar except when signalling. These breaches also carry a TRY 5,000 fine. If you plan to use shared rental scooters, note that under the Ministry of Transport amendment of 2 December 2025 operators must gradually slow scooters entering restricted zones to 6 km/h, so your own scooter is more predictable on such routes. E-scooter couriers follow the same rule as cyclists: orders within 3 km and a starting earning of TRY 180 per delivery.
1 January 2027 and the SRC courier certificate: are non-motorised couriers affected?
The sector's biggest topic in 2026 is document enforcement from 1 January 2027, when motorcycle and moped couriers will be asked for the SRC courier certificate, a health and psychotechnical report and a Courier Activity Certificate. The amendment published in Official Gazette No. 33152 on 29 January 2026 limited the SRC courier certificate to courier transport by motorcycle and moped. Walking couriers and couriers on bicycles, legal e-bikes or e-scooters therefore do not need it today.
Two caveats apply. If you switch vehicles during the day, for example cycling in the morning and riding a moped in the evening, the obligation covers your moped hours. And rules can change, so we follow ministry announcements and keep this article updated. For motorcycle couriers who cannot get certified by the deadline, moving to a bicycle or e-bike in the pool is a practical way to keep earning. You do not have to open a company either: we pay against an expense receipt up to a monthly limit (40% deduction) or without limit or deduction on a prepaid shopping card.
What can you earn in our pool? Our rates and courier benefits
In both models we calculate each delivery separately; for multi-drop slotted routes we use total kilometres.
| Vehicle | Starting earning | Max. assigned distance | Extra km rate |
|---|---|---|---|
| On foot | TRY 120.00 | 1 km | Not applicable (1 km limit) |
| Bicycle | TRY 180.00 | 3 km | Not applicable (3 km limit) |
| E-scooter | TRY 180.00 | 3 km | Not applicable (3 km limit) |
| Motorcycle | TRY 220.00 (first 5 km) | No limit | +TRY 48.00/km |
| Car | TRY 240.00 (first 5 km) | No limit | +TRY 48.00/km |
Thanks to the distance limits, the starting earning covers the whole delivery for on-foot, bicycle and e-scooter couriers; per-kilometre extras apply only to motorcycles and cars, which have no km limit. In our dedicated model, we offer earnings of up to TRY 110,300 per month to couriers working 6 days a week, 10–12 hours a day, in the vehicle types and regions where we are hiring.
Payments and extra benefits
- Flexible payouts: pool couriers withdraw as much as they like during payout windows; dedicated couriers can request an advance of 25% of weekly earnings.
- Gift shop: every completed delivery adds a coin to your piggy bank that turns into rewards.
- Invite and earn: a TRY 5 bonus for each successfully delivered order of every courier and sender you invite.
- Jetgaraj: bikes, scooters, backpacks, vests and uniforms to rent or buy, also in instalments.

Non-motorised couriers for businesses: green, short-distance and predictable
As urban deliveries grow, so do traffic and emissions. The World Economic Forum's last-mile analysis expects last-mile delivery demand in the world's top 100 cities to rise by 78% by 2030; without intervention, delivery vehicles would increase by 36% and delivery-related emissions by 32%. Walking, cycling and e-scooter couriers are therefore not just cheap, they are smart for the city.
At Jetbee we answer this in two ways. For restaurants, cafés, grocery stores and online shops with regular orders, our dedicated courier model with bicycle and e-scooter couriers starts at TRY 95 per delivery. We assign the courier to you 6 days a week, 9 hours plus a 1-hour break; repairs, rent, fuel, insurance and salaries are not your cost, and in return we apply a monthly minimum volume. Occasional users can book from our pool with no minimum, and for urgent or longer jobs our Jetbee Express Courier service sends motorcycle and car couriers from TRY 288 for up to 5 km.
In short: on foot for documents and small parcels within 1 km, bicycles and e-scooters for food and grocery orders within 3 km, e-bikes for hilly routes within 3 km, and motorised couriers or cargo for longer, heavy or intercity shipments. Frequently asked questions
Can I work as a courier in Turkey without a driving licence?
Yes. No licence is required for walking delivery, a regular bicycle, an e-bike within the legal limits (max 0.25 kW, assistance cut at 25 km/h) or an e-scooter capped at 25 km/h. The legal minimum age is 11 for bicycles and 15 for e-bikes and e-scooters, but at Jetbee we only work with couriers aged 18 or over, whatever the vehicle.
Is there an age limit or a criminal record rule for Jetbee couriers?
Yes. Even where the law allows younger riders, at Jetbee we do not open a carrier or courier account for anyone under 18, whether on foot, by bicycle, e-bike, e-scooter, motorcycle or car. We also do not work with applicants who have a criminal record; both rules apply to every application without exception.
Do bicycle couriers need the SRC courier certificate?
The amendment published on 29 January 2026 limits the SRC courier certificate to courier transport by motorcycle and moped, so couriers on pedal bikes or legal e-bikes do not need it today. An e-bike that exceeds the power or speed limit counts as a moped, and then a licence and the SRC certificate are required.
Is it legal to deliver with an e-scooter?
Yes, within clear rules: the law only allows personal items carried on your back, bans riding on pavements and pedestrian areas, and bans motorways and roads with a limit above 50 km/h. Breaking these rules costs a TRY 5,000 fine, so scooter couriers should focus on small orders that fit in a backpack.
How much do on-foot, bicycle and scooter couriers earn, and how far do they go?
We assign on-foot couriers orders within 1 km and bicycle, e-bike and e-scooter couriers orders within 3 km; motorcycles and cars have no km limit. The starting earning is TRY 120 per delivery on foot and TRY 180 by bicycle or e-scooter. Your monthly income depends on order volume in your area and your active hours.
